Project – Dunedin Street Student Accommodation

Project Overview 

Dunedin Street Student Accommodation (The Pepper Mill) in Edinburgh city centre, is a new build student accommodation comprised of 155 studio apartments, with an emphasis on communal amenity spaces, including library rooms, communal kitchen and a gym. 

Scope of WorksCommissioning Management

Cleartech’s commissioning management scope on this project covered the following: 

  • Commissioning Tracker: Developed and maintained a live commissioning tracker throughout the project to monitor progress and system readiness, and ensure timely close-out of all activities, which was issued out on a weekly basis to the main contractor and M&E contractor. 
  • Commissioning Meetings: Chaired and coordinated weekly commissioning meetings with the M&E to align activities, track progress, and resolve issues, also collated and issued the meeting minutes. 
  • Review and issue all testing and commissioning paperwork to the Clark Contracts document controller for upload to the project portal. 
  • Witness Testing: Witnessed all Mechanical, Electrical, and Public Health (MEP) and Life Safety systems commissioning activities, including: 
    • HVAC systems (Ventilation, LTHW, VRF) 
    • Electrical distribution systems 
    • Domestic water and drainage services 
    • Fire and life safety systems 
    • Building Management System (BMS) interface testing 
    • Security Systems (CCTV and Access control) 

Cleartech followed a structured, phased approach to ensure effective commissioning delivery.

Design Stage: 

Reviewed design drawings and specifications for commissionability. 

  • Produced the commissionability report, highlighting any issues that had the potential to cause problems during the commissioning stage 
  • Provided recommendations to improve design and overall system operation 

Construction Stage: 

  • Developed the project-specific Commissioning Plan and Tracker. 
  • Coordinated with the main contractor and M&E contractors to ensure installation readiness. 
  • Chaired weekly commissioning coordination meetings to address progress, risks, and dependencies. 
  • Carried out installation reviews and reported any issues found 

Testing and Commissioning Stage: 

  • Witnessed pre-commissioning activities (pressure testing, etc) and functional performance testing of all MEP systems. 
  • Verified system performance against design intent and specification requirements. 
  • Recorded observations, results, and corrective actions in the commissioning tracker. 

Handover Stage: 

  • Ensured all testing documentation, certificates, and O&M manuals were complete and compliant. 
  • Provided commissioning input into the final handover documentation for client acceptance. 
  • Co-ordinated and assisted with client demonstrations and training 

Post Handover Stage: 

  • Created and issued a seasonal commissioning questionnaire to the end user to provide feedback on the operation of the building 
  • Quarterly seasonal commissioning report issued with recommendations issued to the Main and M&E contractor to resolve any noted issues
