Project Overview
The Blackrock office redevelopment, Edinburgh, was a high-spec refurbishment of an existing building, with new installation and commissioning of all MEP and life safety systems, including a standby generator. Cleartech were appointed in the role of commissioning manager for M&E contractor FES, covering all commissioning activities throughout the project.
Scope of Works
Cleartech’s commissioning management scope on this project covered the following:
- Commissioning Tracker: Developed and maintained a live commissioning tracker throughout the project to monitor progress, manage system readiness, and ensure timely close-out of all activities, which was shared with the Main Contractors commissioning manager on a weekly basis.
- Commissioning Meetings: Chaired and coordinated weekly commissioning meetings with the M&E team to align activities, track progress, and resolve issues.
- Collate and issue the meeting minutes.
- Attended weekly commissioning meetings with the Main Contractors commissioning manager to report progress
- Collate, review and issue all testing and commissioning paperwork
- Witness Testing and offer up tests for witnessing to main contractor and clients commissioning team, List of associate systems below:
- HVAC systems (Ventilation, LTHW,CHW, VRF)
- Smoke extract systems
- Electrical distribution systems
- Domestic water and drainage services
- Fire and life safety systems
- Building Management System (BMS) interface testing
- Security Systems (CCTV and Access control)
- Fire damper drop tests across the project to verify safety system performance and compliance.
- Generator load testing
- Critical data rooms heat load testing
- IST testing
- Collate data and issue final generator load and critical data rooms heat load testing
Cleartech followed a structured, phased approach to ensure effective commissioning delivery:
Construction Stage:
- Developed the project-specific Commissioning Plan and Tracker.
- Reviewed M&E install to ensure system readiness.
- Chaired weekly commissioning coordination meetings for duration of the project to address progress, risks, and dependencies.
Testing and Commissioning Stage:
- Witnessed pre-commissioning activities (pressure testing etc) and functional performance testing of all MEP systems.
- Verified system performance against design intent and specification requirements.
- Recorded observations, results, and corrective actions in the commissioning tracker.
- Issued weekly 2 week witnessing lookahead to main contractor and clients commissioning team
Handover Stage:
- Ensured all testing documentation and commissioning certificates were complete and compliant.
- Provided commissioning input into final handover documentation for client acceptance.
- Assisted with client demonstrations and training
