Project – Kadans Health Innovation Hub, Govan
Main Contractor – Morrison Construction
Role – MEP Commissioning Manager
Project Overview
The Kadans Health Innovation Hub in Govan, Glasgow, is a cutting-edge facility designed to foster collaboration and innovation within the life sciences and health technology sectors. Morrison Construction served as the main contractor, delivering a high-quality building to support research and innovation tenants (such as University of Glasgow).
Cleartech were appointed in the role of Morrison Constructions Commissioning Manager to oversee the planning, coordination, and execution of all commissioning activities throughout the project.
Scope of Works
Cleartech’s commissioning management scope on this project covered the following:
- Commissionability Study: Conducted a comprehensive review during the design stage to identify and mitigate potential commissioning challenges early in the project.
- Commissioning Tracker: Developed and maintained a live commissioning tracker throughout the project to monitor progress, manage system readiness, and ensure timely close-out of all activities.
- Commissioning Meetings: Chaired and coordinated weekly commissioning meetings with the main contractor (Morrison Construction) and M&E subcontractor (March Engineering) to align activities, track progress, and resolve issues.
- Witness Testing: Witnessed all Mechanical, Electrical, and Public Health (MEP) and Life Safety systems commissioning activities, including:
- HVAC systems (Ventilation, LTHW, VRF)
- Electrical distribution systems
- Domestic water and drainage services
- Fire and life safety systems
- Building Management System (BMS) interface testing
- Security Systems (CCTV and Access control

- Coordinated with the main contractor and M&E contractors to ensure installation readiness.
- Chaired weekly commissioning coordination meetings to address progress, risks, and dependencies.
Testing and Commissioning Stage:
- Witnessed pre-commissioning activities (pressure testing etc) and functional performance testing of all MEP systems.
- Verified system performance against design intent and specification requirements.
- Recorded observations, results, and corrective actions in the commissioning tracker.
Handover Stage:
- Ensured all testing documentation, certificates, and O&M manuals were complete and compliant.
